Changing a mammography order

Question:

When there is a patient scheduled for a screening mammogram but it should be a diagnostic, we call the patient's physician for a corrected order. Are the radiologist allowed to order exams they feel are also needed at that same appointment. such as cyst aspiration or biopsy.
