Venogram performed same day prior to PM generator change.

Question:

"Venogram was performed, which showed patent axillary but subclavian and innominate stenosed with collaterals. Given high-risk, on warfarin and no CT surgical backup, decision was made to proceed with generator change only." This was done same day in the cath lab prior to doing the procedure. Would code 78445 be applicable, or is this considered roadmapping?
