33405 with open placement of RV and LV leads an PM generator

Question:

Surgeon's documentation supports CPT 33405. Surgeon also placed RV and LV leads using an open approach and placed a pacemaker generator. Are codes 33207 and 33225 correct, even though the leads were placed via an open incision?
